STANDARD
When enabled, bill access is strictly partitioned according to organizational hierarchy while honoring branch boundaries:
- Owner (Super Admin): Retains complete unrestricted visibility across all branches and all user bills.
- Branch Manager: Can view only bills generated by themselves and staff members within their assigned branch (shields Owner and external bills).
- Staff: Can view only bills generated by fellow staff members within their assigned branch (shields Manager and Owner bills).
